Diversity, Equity, and Inclusion at DGS

Mission Statement

To promote a diverse, equitable, and inclusive environment, through awareness and education that values developing relationships; appreciating our differences; and our employees’ personal and professional growth. 

Diversity, Equity, and Inclusion (DEI) are interrelated yet distinct concepts that are critical in promoting equitable and inclusive programs and services and attracting and retaining a diverse workforce.

Equity Management Plan

The Pennsylvania Department of General Services (DGS) mission is “to help government operate more efficiently, effectively, and safely; delivering exceptional value for all Pennsylvanians.” The DGS mission does not only apply to the customers the agency serves, but also to the way all DGS employees interact and treat each other as coworkers and colleagues. That is why the work that has been done to make DGS the best place to work and one that is physically and psychologically safe is so important. The DGS Equity Management Program (EMP) is an expansion and continuation of that work. 

The purpose of the EMP is to promote a workplace culture where all employees can show up as their genuine selves and be respected and valued for the perspectives and contributions they make to DGS. This plan is a game-changer in terms of its innovation in addressing diversity, equity, and inclusion barriers that prevent the department from operating on a level playing field. 

The EMP focuses on five elements to serve as the foundation of the program: Demonstrated commitment from Leadership; Integration of the Program into the Department’s Strategic Mission; Management and Program Accountability; Proactive Promotion of an Equitable, Diverse and Inclusive Workplace; and Efficiency.

A key part of the program is the Proactive Engagement Around Culture and Equity, or PEACE process, which will serve as an opportunity for the department to learn about and seek feedback regarding instances where actions or situations take place that do not support the overall mission or values the agency holds in regard to making DGS a safe workplace and one where everybody is proud to work. 
DGS is looking forward to walking the walk toward a diverse, equitable, and inclusive culture where all stakeholders – internal and external – benefit personally and professionally from a culture that embraces diversity, equity, and inclusion in the present and the future.
