Excess Law Enforcement Property is transferred to eligible law enforcement agencies from the Department of Defense at no charge.  Participants pay an annual fee or incur a minimal service charge to cover the costs of administering the program. 

Eligibility

Federal law limits eligible participants to law enforcement entities, whose primary function is the enforcement of applicable federal, state and local law; and whose compensated law enforcement officers have the powers of arrest and apprehension.

Examples of qualifying organizations are:

  • Police departments
  • Drug task forces
  • County agencies
  • "Special Rescue Team”
  • Some campus police departments

Availability

Online Inventory: To obtain access to online inventory, please contact our Law Enforcement Program Coordinator at (717) 787-6197.

Military Bases: Some excess property may be physically viewed at various military bases.  Due to base restrictions, please contact our Law Enforcement Program Coordinator at (717) 787-6197 to arrange a specific time to visit. 

SERVICE CHARGE:

No per item service charge. Annual fee based on the number of officers in the agency.

Submit a list of requested items needed for law enforcement activities. Our property agents will search for your items, request them from the federal government, and send notification when the items are ready for pick-up.

Program Regulations

Know the regulations that govern excess property: 
  • Excess property must be placed into use within 12 months from the date of its acquisition
  • Excess property must be used for a minimum 12-month period from the date it is placed into use
  • Serviceable equipment may not be acquired for parts
  • Excess equipment and supplies are restricted to organizational use only.  No personal use of excess property is permitted.
  • Excess property may not be obtained for sale, lease, rent, exchange, barter, to secure a loan or to otherwise supplement normal law enforcement agency budgets.
  • Preference shall be given to all requests for property that is to be used for counterdrug and counterterrorism requirements
  • Stockpiling equipment for future use is prohibited
  • Equipment requiring demilitarization (weapons, gas masks, helmets, body armor, night vision devises) must be returned to the Federal Government when no longer needed by the law enforcement agency.
  • Helicopters and airplanes do not need to be returned when no longer required by the agency, provided that they are properly maintained.
  • There is no warranty, stated or implied, on any item
