JOB ORDER CONTRACTING
The Job Order Contracting (JOC) Program is a procurement method agencies will use to complete small construction projects with a total value of $10,000 to $300,000. The program will be administered by the Gordian Group (Gordian) who will act as the Commonwealth’s JOC Consultant. To facilitate the completion of these projects DGS has established four Prime Professional Construction Service contracts for General Construction, HVAC, Plumbing and Electrical services in each of the three regions; Central, East and West. These contracts were awarded based on an RFP (Request for Proposal) that considered Technical Qualifications, Pricing, and Small/Small Diverse Business participation. Technical Qualification points were awarded to the contractor with the Technical highest score. Pricing favored the contractor's proposal with the lowest Adjustment Factors. Small/Small Diverse Business participation considered the contractor’s minimum commitment to the utilization of Small and Small Diverse businesses expressed as a total percentage of their dollar volume.

(BDISBO) is pleased to provide a listing of subcontracting jobs issued through the Job Order Contracting
Program (JOC). The JOC program provides job opportunities as
suppliers/subcontractors in the disciplines of small business Construction,
HVAC, Plumbing, Electrical and Design. Job Orders are distributed through
the JOC program to the prime contractors. The prime contractors are expected to engage
subcontractors for construction and professional design opportunities for
agencies undertaking construction, renovation and maintenance projects with a
total value of $300,000 or less. The information provided is in direct response
to our Small and Small Diverse Business participants’ feedback at our recently
held Statewide Regional JOC Networking Fairs held on August 22th, 24th
and 31st in the Central, Eastern and Western regions. To view

The Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) will perform proactive compliance auditing to ensure open and equitable contracting practices are utilized, contractual commitments are realized and allegations of abuse, false certification or discriminatory practices are investigated. As part of the compliance review, BDISBO will be monitoring and tracking Small Diverse Business and Small Business utilization to ensure commitments made by the Job Order Contracting (JOC) prime contractors are met on an annual basis.

Agency Project Request Process
Requests for projects will be made by the customer/using agency directly to Gordian’s Landing Page. Gordian will review and clarify the request, then arrange a Scoping Meeting with the appropriate contractor(s). At this meeting, Gordian, along with the contractor(s) and customer/using agency, will walk the job to discuss the requirements, goals and define the scope of work. The contractor(s) will submit a job order package to Gordian who will review to ensure it reflects the customer agency’s scope of work. Gordian will also verify the price proposal is calculated properly by applying the contractor(s) stated Adjustment Factors to the Construction Task Catalog prices. After the job order package is confirmed, it will be sent to the customer agency for their review/discussion and approval. The customer agency will then create the SRM purchase order(s) and construction can proceed in a mutually agreeable time frame.
This new process will greatly expedite the process for completing agency-funded construction projects less than $300,000. Customer agencies will be able to process work requests at their pace, getting work complete in a timely manner.
